I found my magic wand.

Inkscape. Create an SVG flowchart in Graph::Easy, save the .svg and open it in Inkscape. Ungroup. That is all. I was trying to do this in Dia, which was making me crazy because it wouldn't let me ungroup the vector graphics that made up my flowchart.
